WHY PEACE NOW AFTER 15 YEARS OF WAR IN AFGHANISTAN?
For more than 37 years Afghanistan has been burning in fire. Millions of people died, crippled, displaced and fled to other countries for seeking safe asylum. After the Soviet defeat along with its stooge government under the leadership of Dr. Najibullah, soon after Mujahedeen came to power, in result they entangled in civil war and caused the emergence of Taliban. After 5 years of Taliban government the event of 9/11 took place that pulled Americans and its allies on war on terror to Afghanistan.
Americans and NATO has been fighting in Afghanistan with Taliban for 15 years and had never shown enthusiasm for peace but always emphasized and struggled for suppressing and marginalizing Taliban. Recently, a U turn is observable in their Afghan policy and endeavoring for peace with Afghan Taliban. Looking back to the history of the Soviet invasion in Afghanistan in 1979 that were forced by the Mujahedeen and their allies to withdrew.
On the behest of Soviet, Dr. Najibullah started the National Reconciliation Process but failed to get their aimed objectives. From the perspective of this mentioned historical fact Americans have been defeated against Taliban as accepted by President Obama few days back. Americans and the NATO are looking for a safe and honorable withdrawal therefore, pressurizing on peace talks with Taliban. The imaginable reality behind the peace process is the link between Taliban and Russia. Americans try to curb the direct involvement of Russia which may face them to the destiny of the Soviet Union. The recent peace agreement with the former Mujahedeen leader Gulbudin Hekmatyar who was anti Soviet and played a key role in Afghan war of 1979, he was also kept in isolation and had no share in government and black listed by the international community on Americans order and now he is back from the exile for new game.
In 15 years of American existence Afghan society has been divided into two major ideological sections that are Extremist or Religious Hardliners and the Moderate Democrats. Taliban and their followers are considered extremist who never accept the democracy which is manmade, they only want divine system or (SHARIA) and those who worked in government in back years they do not accept SHARIA which is a huge friction between these two ideological groups.

To conclude the argument in first hand it is difficult to have peace with Taliban, though if it happened then the major question rise that who will rule the state?  The answer is definitely Taliban because of their military might and not involvement in corruption. These two will be the key factors to keep them in power.

Afghanistan from USSR Withdrawal to USA Withdrawal
USSR[1] emerged as a Communist super power in 1922 in Russia and started occupying its neighbor states, Azerbaijan, Kazakhstan, Gherghizestan, Turkmenistan, Tajikistan, and finally extended feet to South Asia through invading Afghanistan. But could not reach their arrogant ambitions and were crippled to feet by Afghan Mujahedeen and their supporters who were providing them ammunitions and facilities for the eradication and defeat of USSR. Main while it was considered global rivalry between two super powers, Communist USSR and Capitalist USA that in result USSR defeated.  It might be hard for Russia to reform its global position soon.
Soon after the withdrawal of forces in 1989 from Afghanistan which was an embarrassing defeat for them and suffered massive human casualties, economic depression and lost their global power position particularly against of its rival United States of America. Simultaneously with the withdrawal, their stooge governments in Afghanistan one by one scattered and finally collapsed. The colonies they made, since long time ruling and exploiting them, by virtue of having a great global economic and military power that expressed their universal ambition. Due to the loss of this war, the colonies got independence, the Berlin wall collapsed and finally the position of Soviet Union declined to the limit of its own territory. Woodward writes in his book, “I think Afghanistan is doable, it’s not sellable,” Harvey[2] concluded. (qtd. in Obama’s Wars 79). From the global economic rivalry point of view it can be also counted the success for Capitalism (USA) versus Communism (USSR). In 2001 United States made the same mistake of USSR by invading Afghanistan and now investigating honorable approach for withdrawal.
It is to mention that war against USSR was not conducted only by Afghan freedom fighters (Mujahedeen). There were many Muslim and non Muslim countries involved by various approaches. The Muslim countries such as Pakistan our neighbor country, Saudi Arabia, Iraq, Palestine, UAE and many other countries financially supporting them and as well send them warriors to join their groups and fight against communist USSR which was considered a big threat to the world. United States of America (USA) the biggest rival of USSR was providing ammunitions, training camps for the fighters. Basically all these things were furnished to the Mujahedeen through Pakistan with the help of other representatives of USA. The foreign fighters all over the world particularly in Muslim countries were encouraged to take part in Jihad against USSR in Afghanistan. In back of the scene USA was providing Visas and trip facilities to the foreigners for taking part in Jihad. Firstly the foreign fighters from all over the world were transferred to Pakistan, they were trained by American and French military trainers and then send to battle ground in Afghanistan against USSR and their puppet regime. The leaders of foreign fighters like Abdullah Izam from Palestine, Usma Bin Ladin from Saudi Arabia and Aiman Al Zawahiri the current Alqaida leader. They all traveled from their countries via Pakistani visa with the help of the USA behind the scene. They were all considered as global heroes and were financially and militarily supported by the USA and other non Muslim and as well Muslim countries.
After the fall down of USSR puppet government under presidency of Dr. Najibullah in 1992 Mujahedeen came to power. For the interim government Sebghatullah Mujaddedi was selected as president. Foreign militants/fighters who participated Jihad anti USSR left to their countries and some stayed in Pakistan and Afghanistan. After three months of interim government Burhanuddin Rabbani was selected as president that he remained in power from 1992 to 1996.
Short time after, due to the intrusion of regional and global intelligence agencies Afghan seven party leaders were dictated for taking over to power and supremacy which led to civil war among seven parties. The consequence for civil war was millions of deaths and migrations to the neighbor countries and the Western countries for the shelter and life immunity. People died and crippled, women became widows, and children lost their parents as well in some cases lost their entire family. They had no place to sleep, no healthy food to eat, and no warm cloth to wear in cold weather, no sufficient medicine for well treat, no one to direct them to a right way, no center to learn and get education, no one to hear their sound, no one to help them in difficulties, no one to accompany them in their happiness and sorrow. There are up till now number of people that lost their families during the civil war in Afghanistan and yet they did not found their families. Still people are searching for their lost children, family members, parents and the relatives. So far mothers are looking to the doors of the house for coming of their children but they are not coming and mothers are sleeping for 30 year in memory of their lost children and waiting for the coming of their petty children. The casualties in war against USSR were less than the civil war that took place after their withdrawal. In Afghanistan you will not find even a single family that did not lose a member of his/her family in the war against USSR and especially in civil war. Afghanistan was massively destroyed due to these wars.
During four years government of Mujahedeen that divided Afghanistan into many parts, every leader in his own under control aria had his own rules and policies. Even there was no unique currency. There were two types of currencies, governmental and Junbishi[3], both were running on country level in daily economical deals. There was no constitution and no unique law. Economic system of the country and its institutions were completely destroyed. Schools and universities were blocked. People were not considered about the education, they were only struggling for finding food for their families. There were a large number of diseases because of the use of chemical weapons, many people suffered different diseases and there was no fully capable health center for treatment, mostly they traveled to Pakistan for treatment and still the process is continue but not in high level. Traveling from one province to another province was considered that much hard like going from one country to another country illegally without having any documents for the sake of insecurity. People were suffered a high level of prejudice and sectarianism. Thousands of people were killed because of the religious differences and speaking language dissimilarity. There was no immunity for women outside the house they could not go out of the house by lonely. On high ways peoples’ assets were stolen the women were raped the infrastructures were collapsed and many more embarrassment acts and brutality that compelled the people to leave the country those who were living in the country. Even the beardless boys could not go out of the house alone. Boys were kidnapped by warlords for dancing and their sexual desires. They compelled the boys to full fill their desires otherwise they lost their life. In that era the most cruel and despotic commander became famous as champion for his inhuman and tyrannical acts. All these cruelty and instability caused for the emergence of Taliban in Afghanistan and toppled the unstable government of Mujahedeen in 1966.
Taliban emerged in 1996 first in Kandahar province under the leadership of Mullah Omer Mujahed. The reason for the emergence of Taliban was the inhuman acts of warlords that massively destabilized the country and looted peoples’ assets and humiliated their dignity and honor. Taliban In their five years of presence captured 95% of Afghan territory and had full control over their captured areas. Their government was officially recognized by three countries in the world. The first country recognized their government was Pakistan and then Saudi Arabia and United Arab Emirate (UAE).
Taliban had no man made constitution for the running of the governmental affairs like it is now in democratic system. Their governmental affairs ware based on divine law (Sharia Law) that all social affairs were organized according to the Islamic principles and rules. Taliban highly appreciated religious schools (Madrasa) in compare to modern educational schools. Girls were banned of going to school and Madrasa. Many of the Muslim fighters/Mujahedeen and their leaders like Usama Bin Laden who participated the war against USSR came to Afghanistan and joined Taliban and supported their government financially and militarily against Northern Alliance under the leadership of Burhanuddin Rabbani the former selected president after the withdrawal of USSR.
Usama Bin Laden was accused for planning of 9/11 attack on World Trade Center (WTC) and Pentagon. Thus he was black listed by the United States of America as the world’s number one terrorist. The government of America during president W.Bush administration asked Taliban to hand over Usama Bin Laden to USA otherwise they will attack and topple their government. Mullah Omer rejected to hand over Usama to them. Therefore Americans and their allies attacked Afghanistan in 2001 with the help of Northern Alliance. They demolished the government of Taliban and installed their puppet government. Hamid Karzai was selected as the president for the interim government. His cabinet members were also selected by Americans. Even the governors for the provinces were selected by the Americans. Karzai himself had no free hand to dismiss his minister or any governor. Later on election held in the result Karzai elected as president for five years duration. After the completion of first five years he was re elected for five years duration, at all he chaired the high ranking post of the country as president for thirteen years. For first two year in interim government period there was security and stability. Aftermath Taliban reemerged and started targeting US forces in different provinces with using new techniques and explosive materials. Eventually American forces and its allies decided to leave Afghanistan at the end of December 2014. The withdrawal of US forces is counted as a big challenge for the new elect government under presidency of Dr. Ashraf Ghani that will his government be capable for bringing stability and sustainable peace to the country or not?
To conclude that war was imposed on the people of Afghanistan. In fact it was the war of regional and global intelligence agencies for having influence on Asia. From geopolitical point of view Afghanistan is in the heart of Asia that so, countries for exercising supremacy on Asian countries endeavoring to capture Afghanistan and control or have under sight the rest of Asian countries from there. Now there is worry for Afghan nation that after the withdrawal of USSR the country led to civil war. For them and to the international community the question is that what will happen to Afghanistan after US forces withdrawal? This and the above one are the questions that time will answer.

U.S.-AFGHAN BILATERAL SECURITY AGREEMENT (B S A)
KEY POINTS

Kabul and Washington have signed a Bilateral Security Agreement (BSA) under which some 10,000 U.S. troops can remain in Afghanistan after the international combat mission ends on December 31. Here are five things to know about the accord signed on September 30.
How many U.S. troops will stay, and how long?
The BSA goes into force on January 1, 2015 and remains in force "until the end of 2024 and beyond" unless it is terminated by either side with two years' notice.
The document itself does not establish how many U.S. troops can be in Afghanistan during that time, but U.S. President Barack Obama announced in May that there would be only 9,800 soldiers after December 31. He also said that number would decrease rapidly by being halved at the end of 2015 and reduced to only a vestigial force by end of 2016.  The Associated Press has reported that Washington's plan calls for fewer than 1,000 soldiers to remain after 2016 to staff a security office in Kabul advising the Afghan army. The U.S. troops will not be the only foreign troops staying in Afghanistan.   Kabul signed a similar agreement with NATO on September 30 to allow 4,000 to 5,000 additional troops -- mostly from Britain, Germany, Italy, and Turkey -- to stay in Afghanistan in a noncombat role after 2014. That means the total number of foreign soldiers immediately remaining in the county could be up to 14,800.
Why are the U.S. soldiers staying?
The U.S. forces' mission under the BSA is to "enhance the ability of Afghanistan to deter internal and external threats against its sovereignty."  That includes "advising, training, equipping and sustaining" Afghanistan's National Defense and Security Forces, which are those under the ministries of defense and the interior, and "as appropriate," those of the National Security Directorate, which is a special counterterrorism office.
Importantly, however, the BSA says that "unless otherwise mutually agreed, United States forces shall not conduct combat operations in Afghanistan." Instead, the emphasis is upon supporting the Afghan forces, sharing intelligence, and strengthening Afghanistan's air force capabilities. Similarly, the new NATO mission, which is led by the United States, will focus on training and support for the Afghan army and police, not on combat.
What about earlier sticking points regarding the BSA?
Former Afghan President Hamid Karzai refused to sign the BSA in part because he wanted it to ban U.S. soldiers from entering Afghan homes in future counterterrorism operations. That was in line with his frequently blaming U.S. forces for Afghan civilian deaths in military operations. However, a special Loya Jirga (traditional grand assembly) convened by Karzai in November to review the draft of the BSA found its language regarding soldiers entering homes acceptable and recommended the president accept it.  That language -- repeated in the text signed on September 30 -- commits U.S. forces to having "full regard for the safety and security of the Afghan people, including in their homes."  It also stresses that "U.S. military counterterrorism operations are intended to complement and support" those of the Afghan government, meaning Afghan forces should take the lead in operations that could include entry into homes.
Another sticking point had been whether U.S. forces remaining in Afghanistan would be immune from Afghan law, as they have been since entering the country in 2001.  The BSA addresses this question directly, saying Kabul "agrees that the United States shall have the exclusive right to exercise jurisdiction" over U.S. soldiers who commit "any criminal or civil offenses" in Afghanistan.  Washington commits only to keeping Kabul informed "if requested" of the progress of U.S. criminal proceedings against soldiers accused of crimes and to making efforts so that representatives of Afghanistan can attend or observe the proceedings in U.S. military courts. However, the BSA does give Afghanistan jurisdiction over "United States contractors and United States contractor employees." If Kabul had not agreed to immunity for U.S. soldiers, Washington would almost certainly have refused to sign the BSA. Iraq's refusal to give U.S. soldiers immunity helped to scuttle plans to leave a U.S. military-training presence in that country beyond 2011.
Will America Defend Afghanistan Against Third Countries?
The BSA is not a defense pact which would commit the United States to defending Afghanistan if it were attacked by another state. But the text does say Washington "shall regard with grave concern any external aggression or threat of external aggression." It also says that in the case of external aggression, Washington and Kabul would work together to develop "an appropriate response," including considering political, military, and economic measures.
Will the United States Maintain Military Bases In Afghanistan?

The BSA authorizes U.S. forces to maintain existing facilities and undertake new constructions so long as they are agreed upon by both sides. That clause in the BSA is likely to be closely read by Iran, which accuses Washington of seeking to create a permanent presence in the region under the guise of fighting terrorism. Iran's state-run Press TV said in a commentary on its website on September 30 that "Germany and Japan provide excellent examples of how the number of American bases mushroomed in these countries under the pretext of fighting the Cold War." The United States has repeatedly said it does not seek permanent bases in Afghanistan, despite claims by Karzai in May last year that Washington wanted nine bases and that he would not accept it. "We seek no permanent bases," then-White House Press Secretary Jay Carney told reporters the day after Karzai's remarks. "Any continued presence of U.S. forces in Afghanistan beyond 2014 would be subject to an agreement between the Afghanistan government and the U.S. government, and would only be at the request of the Afghanistan government.

END OF AFGHANISTAN GAME & OPTIONS FOR PAKISTAN
Summary:
After American forces withdrawal from Afghanistan in 2014 and ending the futile war for the United States will face Afghan security forces with gigantic challenges, due to not having enough military capabilities to keep the security of the country and fill the security vacuum after 2014. Said president Obama that after 2014 America will have residual forces which not selected the exact size of the residual force after the withdrawal but had different options which consist of 3000 and second option was 6000 and third was 9000. The most emphasize on the size of residual forces was the option for 9000 forces.
These forces will have specific tasks to do after the end of their official current mission. They will train Afghan security forces and advise them in case of need and as will bolster Afghan air forces and committed that will help Afghanistan in obtaining the strategic objectives which are: Advancing peace and security, Reconciliation, Regional cooperation, Strengthening Afghanistan’s democratic institutions, Supporting Afghanistan’s long term economic and social development. Beyond 2014 it is on Afghan government to invigorate the reconciliation process with Taliban by the help of Pakistan.

Role of Pakistan after 2014 is to help Afghanistan in peace process and provide the condition that is conducive for peace talks in Pakistan or somewhere else. Peace in Afghanistan is very important for the region and especially for Pakistan. If Afghanistan plunged under control of Taliban again from there they will help Pakistani Taliban who already have allegiance with them and also will make safe heavens and nests for them in Afghanistan. In case of such opportunity if they get, will expedite there resistance against Pakistan and will jeopardize its security more and more.
